Once I played along like it was advised. Then that girl and her two accomplices came along bashed me up and mugged me, took all my money and left me for dead.

These tips are definitely helpful but you never know what will happen after you do this. Like, the person following you might be a stalker too and that person might hurt the stranger with whom you go.
And you cant just repeat the same thing if the same person starts following you the next day too. Its better if girls take an action or atleast try their best to fight back so that the person learns a lesson and stops following randon girls

maybe the girl can be more careful and not appear on the same area the next day to avoid this creep?

I guess a good idea is also to notify your male friends or your family (father, brother, cousins, you name it) and maybe ask them to walk you and keep an eye on you.
I'd definitely worry and do it if something like this happened to my sisters

or maybe they can just call the police if they feel like this strange person can stalk them?

I believe that this might not be an option because if the person didn't do anything then police has no rights to take action
