This is for connecting inverter. The plug goes into the socket of the inverter, and the inverter's plug goes into the wall socket. When the inverter is removed for some reason like repair, the plug goes into the socket so that electrical things connected to the inverter can keep running. This is common thing in India where most houses have battery-inverters due to power cuts.

That is a bypassed home UPS connection. You keep the plug to ups and the ups plug to socket generally. If ups is not available it will be bypassed like this to supply the home
