He said so himself that "he was afraid that he would trigger them in some way and he’d become a second target". I relate to him because I used to be in the same situation. I want to protect the girl who being followed but I myself weak to protect. What if I being targeted next? What if the police won't believe me and the culprit still roaming around that area?

My thoughts exactly! I think I would be terrified if I'd seen someone following me. I would definitely start to run. I think that this guy mostly scared that girl than made her feel protected...

It's me too, I would definitely prefer him to talk to me, or south at me to be careful, or he could even sell to the other guys or call the police if there was something suspicious!

Calling the police would be the best option. In any case, following someone is it super weird especially if that someone is a woman and we all know that the worst can happen..

I am not even a man why would she run away? Also if I called the police first and did not follow her and make her escape from the building first, I think the culprit probably get hold of her first and suddenly I turn to witness of some crime.
