Maybe it's because she doesn't like distracted people, although in their defense, it's boring to wait, and no matter what rules are enforced, people are still going to look at their phones while waiting on the sidewalk.
Guess Korea knew people would never listen so instead they implemented no. 1 so that people can know when exactly to look up from their phones.
many countriers implement such a thing now, and it's also very handy at night, not just for people who look n their phones. U think it's a very cool implementation :)
