I believe a true friend should lend his friends money, as long as he can spare it, and they actually need it, and they're trustworthy of returning it back in time.
Also a true friend wouldn't ask to borrow money from his friends, unless he actually needs it, and he knows they can spare it, and he intends to return it back on time before they ask.
