Have 2 small kids and can honestly say that you have every right to scold the kid if the mum was ignoring her behaving badly….
I am a bit shocked as i would never allow my kids to touch anyone’s property or ruin anyone’s meal just because I don’t fancy paying for a babysitter

Kids who are not trained on how to behave in a public restaurant DO NOT BELONG THERE! Especially an upscale restaurant. There are plenty of quiet activities you can give a child to do, at your own table. Parents who think their child's bad behavior and manners (or lack there of) are acceptable are the problem. Not everyone thinks your child is cute. With the prices in restaurants being so sky high today more and more of them are considered up scale. We don't want to pay big money to suffer your lack of manners and regard for others enjoyment, on top of your brat's bad behavior. Order in or get a sitter!

Or imagine this: if you don't want to eat with the general public, YOU order in. If this were you, you were apparently the only one with the problem, so why shouldn't you take your meals in private where you can CONTROL everything.
