I think the rationale for the "お帰りなさい(Welcome back)/Welcome to Japan" signs at the Narita airport is that they figure that if you can't read the Japanese, you are a first-time visitor, but if you can read the Japanese, you're either a citizen, a resident, or a repeat visitor.

As far as the taxis go, I'll agree, if you want a taxi at an airport, train station, or bus station, you have to go to the first one in line. I remember coming back to my city on a bus from Narita Airport, and I needed a taxi at my local bus station to take me home. Since I had a lot of luggage, I just went to the taxi that was closest to me. But the taxi driver told me I had to go to the other side of the terminal and get in the taxi that was first in line.
